Investigating Emergency Vehicle Crashes

ABSTRACT: There are hundreds of fatalities each year in emergency-vehicle-related crashes. These vehicles are often quite specialized with equipment and limitations very different from typical passenger cars. This presentation will discuss the investigatory aspects of dealing with one of these crashes.
-The vehicle (specifications, dynamics)
-The Driver (training, history, distractions)
-The Scene (sight distance, preemption, "right of way")
-Laws & Regulations (CDL / licensing exemptions, NFPA)
-Failure to Yield and Notice of Approach (SIrens/Lights)
-Measuring and understanding Sound
-Siren effectiveness (pressure, sweep, localization, shielding/reflection)
-Legal aspects of the crash aftermath
SPEAKER: Lt. Christopher Daly, West Chester (PA) Police Department, has decades of both police and firefighting/EMS experience, is a certified EVOC Instructor, holds ACTAR #1863, and completed his Master’s in Environmental Health Engineering from Johns Hopkins University a few years ago, with a thesis on sound level and noise measurements (a topic near and dear to the hearts of anyone who operates emergency vehicles or analyzes those crashes).
